Roseville’s Strategic Plan Identifies Economic Vitality as a Priority

In April 2025, the Roseville City Council identified six priorities in its official strategic plan. These priorities, and their specific goals, will guide the City of Roseville in the coming years, ensuring each department is aligned with its vision for the future.
Economic vitality is one of the six strategic priorities, with the other goals (like infrastructure improvements and housing) tangentially supporting the community’s economic health.
“Economic vitality is always a primary focus for the Roseville Economic Development Authority,” says Janice Gundlach, Community Development Director for the City of Roseville. “And it’s exciting that the City Council recognizes the value these efforts bring to the overall health of our community, so it’s no surprise the strategic plan supports these initiatives.”

Three Key Goals Support Our Mission of Economic Vitality
The City Council understands that each of the six priorities needs actionable goals to guide programming. These goals and associated programming will help guide the REDA’s work in the coming years. The City of Roseville’s economic vitality strategic priority includes the following three goals:
- Creating a climate that supports business retention and expansion.
- Developing programs and housing options that support the economic success of households across all income levels.
- Developing and advocating for safe, intentional, multi-modal transportation systems throughout Roseville.
These goals highlight the multifaceted nature of economic development. It’s not enough to attract businesses to the region and help existing companies grow. Communities need to consider the economic well-being of their residents, including ensuring they have safe, stable, and affordable housing and are able to more easily access the places they want and need, like amenities, shopping, and employment.
This is why the REDA has been actively involved in housing and offers a wide variety of programs to address multiple needs. It also highlights opportunities for the REDA to take advantage of Roseville’s premier location to help attract and retain businesses by ensuring their workforce can easily access jobs, housing, and shopping.
The Goals Come With Success Indicators
In order to track success, goals need to be measurable. The City Council outlined success indicators for all three economic vitality goals. For example, to ensure the City creates a climate that supports the retention and expansion of Roseville businesses, the following success indicators were identified:
- Tracking Roseville’s commercial tax base to ensure it experiences steady growth.
- Evaluating programs and regulations within Roseville to ensure they meet the needs of the business community.
- Making sure small, woman-owned, veteran-owned, and BIPOC-owned businesses have a recognizable presence.
The REDA already has programs in place that contribute to these success indicators. Its Business Connect events, for example, provide education and networking opportunities to help local business owners. Additionally, Ramsey County is working to enhance its business programming, further increasing the opportunities for Roseville business owners to receive support and grow.
However, these programs may evolve in the coming years to ensure they maximize value, meet the ongoing needs of Roseville’s business community, and reach diverse groups of business owners in Roseville.

Roseville is an exciting community to work for as economic development professionals. The REDA has launched several programs over the past few years, including a Choose Roseville marketing campaign, regular business visits, small-business assistance through the Open to Business program, and a small-business loan offering. As the city implements its strategic plan and moves forward toward achieving the economic vitality goals, the REDA will play a key role through its programming.
