Rental Registration Report
The in the spring of 2015, the Roseville Housing and Redevelopment Authority* received a grant from University of Northwestern to pay for an intern to review the Roseville Rental Registration Program for the effectiveness of the program and to recommend any administrative changes that should be made to the program. The central recommendation of the study was to increase efforts to educate property owners and managers about their responsibilities under existing law regarding property maintenance and safety standards. Rental Licensing of Multi-Family Housing Report
This report reviews policy options used by suburban cities in the Minneapolis / St. Paul metropolitan area to address issues of non-compliance with city property maintenance code and geographically concentrated criminal activity. The report focuses on rental licensing programs as a policy response and analyzes the experiences of cities with universal and targeted rental licensing programs.
This study includes a literature review and a summary of interviews conducted with surrounding cities and with Roseville Inspections Department staff. View the final report (PDF).
Multi-Family Housing Study
The Roseville Housing and Redevelopment Authority (RHRA) updated its comprehensive multi-family housing needs analysis in April 2013. The HRA completed its first report in July 2009 and has a goal to update the report every five years to assist the city in its planning process. View the final report (PDF).
Intergenerational Community Study
The City of Roseville Housing and Redevelopment Authority (RHRA) presents a study about the needs of families with children and of seniors in the suburbs north of St. Paul. The study explores the feasibility of an intergenerational housing model, one that would revolve around a community of interactive, affordable senior and family housing as a possible means to address those needs.
